The national development and Reform Commission revised and issued the special management measures for central budget investment in major regional development strategy construction (green development direction of the Yangtze River Economic Belt) (hereinafter referred to as the management measures).

The "administrative measures" consists of six parts, a total of 25 articles, which regulate the support scope, subsidy standard, fund application, fund allocation and adjustment, and regulatory measures of the green development special project of the Yangtze River economic belt.

According to the administrative measures, the scope of special support covers 11 provinces and cities such as Shanghai, Jiangsu, Zhejiang, Anhui, Jiangxi, Hubei, Hunan, Chongqing, Sichuan, Guizhou and Yunnan, and special provisions are made for the support of other regions. The construction contents supported include five categories of projects, including rectification project of prominent ecological environment problems, Yangtze River ecological environment pollution control "4 + 1" project, wetland protection and restoration project, collaborative promotion of ecological priority green development project, and implementation of other major projects and major projects decided and deployed by the Party Central Committee and the State Council.

According to the administrative measures, local development and reform departments should, in accordance with the scope of investment support within the special central budget, rely on the national online investment project approval and supervision platform (hereinafter referred to as the "online platform") (national major construction project database), do a good job in daily project reserve and prepare three-year rolling investment plans. The projects applying for investment within the central budget shall comply with the fund support direction and application procedures specified in the special provisions, be included in the major construction project database and three-year rolling investment plan, and be approved, approved and filed through the online approval and supervision platform for investment projects.

According to the administrative measures, the national development and Reform Commission carries out regular scheduling and irregular inspection on the implementation of investment plans, urges provincial development and reform departments to orderly promote the implementation of annual investment plans and project construction, and is responsible for supervising and rectifying the problems found. The provincial development and reform departments should strictly implement the regulatory measures formulated, strengthen the tracking and inspection of the project implementation process, timely deal with the problems found and supervise the rectification, and submit the data such as project commencement, investment completion and project image progress to the national development and Reform Commission through the online platform (National major construction project database) before the 10th of each month.

The administrative measures shall be implemented as of the date of promulgation and shall be valid until December 31, 2025. The original Interim Measures for the central budget investment management of the green development of the Yangtze River Economic Belt (fgjg [2020] No. 1048) shall be abolished at the same time.
