According to the regulations on government investment, measures for the administration of investment subsidies and discount projects in the central budget (Decree No. 45 of 2016 of the national development and Reform Commission) and the Circular of the national development and Reform Commission on regulating the investment fund arrangement and project management in the central budget (fggai investment regulation (2020) No. 518) and other relevant provisions, The revised special management measures for investment in the central budget for major regional development strategic construction (green development direction of Yangtze River Economic Belt) are hereby issued to you, please follow the implementation.

Special management measures for investment in central budget for strategic construction of major regional development (green development direction of Yangtze River Economic Belt)

Chapter I General Provisions

Article 1 in order to thoroughly implement the spirit of general secretary Xi Jinping's important speech and instructions on comprehensively promoting the development of the Yangtze River economic belt, we should accelerate the protection and restoration of ecological environment system and realize the value of ecological products, and further standardize the central budget investment to support the green development of the Yangtze River economic belt, and improve the efficiency of fund utilization. To guide and drive local and social funds, according to the regulations on government investment (Decree No. 712 of the State Council), measures for the administration of investment subsidies and discount projects in the central budget (Decree of the national development and Reform Commission No. 45 of 2016), Interim Measures for the preparation and management of investment plans in the central budget (FGI [2015] No. 3092) The measures are formulated by the Circular of the national development and Reform Commission on regulating the investment fund arrangement and project management in the central budget (FGI investment regulation (2020) No. 518).

Article 2 treat all types of investment subjects equally in accordance with the work priorities determined by the Party Central Committee and the State Council, and in accordance with the principles of science, democracy, openness, fairness and efficiency.

Article 3 the special support covers 11 provinces and cities including Shanghai, Jiangsu, Zhejiang, Anhui, Jiangxi, Hubei, Hunan, Chongqing, Sichuan, Guizhou and Yunnan, and will make special provisions for those who really need to support other regions.

Article 4 the special support for the investment funds in the local central budget may be arranged by direct investment, capital injection and investment subsidy.

Article 5 in principle, the scale of investment funds in the central budget of a project shall be approved at one time. Projects that have already been invested in the central budget and other projects supported by special projects shall not apply for investment in the central budget of this special project.

Chapter II Scope and standards of support

Article 6 the investment in the central budget of this special project is used to support the key tasks that meet the annual work points of promoting the development of the Yangtze River economic belt. It is of great significance to explore a new way to promote ecological priority and green development, to protect and repair the ecological environment of the Yangtze River and to promote the realization of ecological product value, mainly including:

（1） Rectification project for outstanding ecological environment problems. Support the areas with obvious rectification results in the list of outstanding ecological environment problems clearly defined by the leading group office of the Yangtze River economic belt development, and use them for the investment projects directly related to the problem rectification;

（2） "4 + 1" project of ecological environmental pollution control of the Yangtze River. The specific contents include: 1. tailings pond treatment project. Support the treatment projects of the tailings pond in Sichuan, Shaanxi and Gansu provinces, which are included in the implementation plan of the treatment of the tailing pond in the upper reaches of Jialing River; Support the safety and environmental prevention and ecological restoration projects of tailings pond in other areas; 2. ship pollution control project. Support the transformation project of the power receiving facilities of the ship shore power system;

（3） Wetland protection and restoration project. Supporting and improving the ecological environment protection and restoration project of wetland function;

（4） We will work together to promote the priority of ecological green development projects. It includes:

1. ecological environment system renovation project. The project of ecological environment system management and restoration and its ecological product value in the provinces and cities along the river are supported by the focus of Chishui River Basin and Three Gorges area;

2. green development pilot demonstration project. The demonstration of green development and the pilot area of ecological product value realization mechanism in the Yangtze River economic belt are taken as the key points to support the green development projects with strong demonstration effect and supporting supporting projects for the realization of ecological product value;

（5） Other major projects and major projects decided and deployed by the Party Central Committee and the State Council shall be implemented, including those that have been explicitly supported by the original green transportation direction and have been invested in the central budget.

Article 7 the investment in the central budget of the special project shall be directly distributed to specific projects and divided into blocks.

（1） Direct investment: applicable to the rectification project of ecological environment outstanding problems, tailings pond treatment project in other regions, wetland protection and restoration project, ecological environment system renovation project and green development pilot demonstration project, etc;

（2） Investment by cutting block: applicable to the treatment project of tailings pond at the upstream of Jialing River and the transformation project of power receiving facilities of ship shore power system. To implement other major projects and major projects decided and deployed by the Party Central Committee and the State Council, if the measures have been covered, they shall be implemented in accordance with the corresponding investment arrangements within the central budget; If the measures are not covered temporarily, specific implementation plans may be formulated separately, the investment arrangement mode in the central budget shall be clarified and implemented in accordance with the relevant provisions of these measures.

Article 8 the scope of investment support within the central budget of the special project shall be determined in the following ways:

（1） The rectification project of outstanding ecological environment problems, tailings pond treatment project in other regions, wetland protection and restoration project, ecological environment system renovation project, green development pilot demonstration project support 8 provinces and cities in the middle and west of Yangtze River economic belt and regions enjoying the policies of the central and western regions;

（2） The treatment project of the tailing pond in the upper reaches of Jialing River supports Sichuan, Shaanxi and Gansu;

（3） The reconstruction project of the power receiving facilities of the ship shore power system supports 11 provinces and cities along the river.

Article 9 the investment support standards within the central budget of the special project shall be determined in the following ways:

（1） The rectification project of outstanding ecological environment problems, tailings pond treatment project, wetland protection and restoration project, ecological environment system renovation project and green development pilot demonstration project support the central and western regions according to 45% and 60% of the total investment of the project. In principle, the investment capital in the central budget of the rectification project for the outstanding problems of single ecological environment shall not exceed 100million yuan, the investment capital in the central budget of single tailings pond treatment project shall not exceed 100million yuan, and the investment capital in the central budget of single wetland protection and repair project shall not exceed 100million yuan, The investment capital in the central budget of a single eco-environmental system renovation project shall not exceed 200 million yuan, and the investment capital in the central budget of a single green development pilot project shall not exceed 100million yuan;

（2） The transformation projects of the power receiving facilities of the ship shore power system shall be supported by not more than 60% of the total investment of the project;

（3） The supporting standards shall be implemented in accordance with relevant provisions for construction projects in special areas such as revolutionary old districts and other special areas enjoying special policies in accordance with relevant national regulations. The total investment of the above mentioned projects does not include the cost of land acquisition and demolition.
